The “Show most used apps” toggle switch may be grayed out on the Personalization → Start page. This is due to a Privacy setting that turns off the ability to track recent programs.
Enable “Show most used apps” option
1. Open Settings (WinKey + i)
2. Click Privacy.
3. Enable the option “Let Windows track app launches to improve Start and search results”
4. Click Home, click Personalization, Start.
You should be able to enable the “Show most used apps” setting now.
Important
The above setting may also be grayed out if you have enabled the “Prevent changes to Taskbar and Start Menu Settings” group policy or its equivalent registry value.
For more information, check out the article Personalization “Some settings are managed by your organization” and the registry fix available in that post.
